Redefines "school age" to mean a child at least five years of age but younger than 11 years of age, replacing the previous definition based on kindergarten attendance or eligibility.

Maintains existing definitions for newborn (birth to six weeks), infant (six weeks to 12 months), and toddler (12 to 24 months, or up to 30 months for specialized infant and toddler care).
