Authorizes ambulance service personnel and emergency medical responders to administer opiate antagonists (naloxone) under medical director authorization and standing orders.

Allows licensed physicians, advanced practice registered nurses, and physician assistants to authorize emergency medical responders, peace officers, and community health program staff to administer opiate antagonists with proper training and standing orders.

Grants immunity from criminal prosecution and civil liability to non-health care professionals who in good faith administer opiate antagonists to persons experiencing drug overdose.

Provides immunity from arrest, prosecution, and civil forfeiture for persons who seek medical assistance for others experiencing drug overdose, with conditions including being first to seek help, providing name and contact information, remaining on scene, and cooperating with authorities.

Provides immunity from arrest and prosecution for persons experiencing drug overdose when evidence results from the overdose and need for medical assistance, with exceptions allowing prosecution based on independent evidence sources.
