Amends Minnesota Statutes section 179A.03, subdivision 4, to change the definition of "confidential employee" in public employment law.

Changes the requirement for accessing labor relations information from "has access to" to "is required to access and use" labor relations information as defined in section 13.37, subdivision 1, paragraph (c).

Maintains the existing provision that confidential employees actively participate in meetings and negotiations on behalf of the public employer.

Becomes effective the day following final enactment.
