Adds an exception to Minnesota's hospital construction moratorium to permit a 25-bed psychiatric hospital in the city of Thief River Falls without requiring a public interest review under section 144.552.

Exempts the Thief River Falls psychiatric hospital project from the certificate of need requirements that otherwise restrict hospital construction and bed capacity increases statewide.

Amends Minnesota Statutes 2012, section 144.551, subdivision 1 by adding clause (25) to the list of existing exceptions to the hospital construction moratorium.
