Authorizes the commissioner of agriculture to grow, cultivate, and study industrial hemp through a pilot program focused on growth, cultivation, and marketing research.

Allows the commissioner to authorize institutions of higher education to grow or cultivate industrial hemp as part of the pilot program or for other agricultural and academic research.

Defines industrial hemp as Cannabis sativa L. with a delta-9 tetrahydrocannabinol concentration not exceeding 0.3 percent on a dry weight basis.

Requires site certification and registration with the commissioner before any industrial hemp cultivation can occur.

Mandates the commissioner report proposed implementing legislation and fee structure to legislative agriculture committees by January 15, 2015, using existing appropriated funds.
