Appropriates $4,370,000 from bond proceeds in the trunk highway fund to the commissioner of transportation for the Willmar district headquarters project.

Adds the appropriation to an existing project appropriation made in Laws 2012, chapter 287, article 1, section 1, subdivision 2.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $4,370,000 under Minnesota Statutes sections 167.50 to 167.52 and Minnesota Constitution article XIV, section 11.

Bond proceeds, excluding accrued interest and premiums, must be credited to the bond proceeds account in the trunk highway fund.

Effective the day following final enactment.
