Appropriates $11,850,000 from the bond proceeds account in the trunk highway fund to the commissioner of transportation for engineering, right-of-way acquisition, and construction to realign portions of Route No. 163/Trunk Highway 73 south of the city of Cromwell.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $11,850,000 to fund the appropriation, with bond proceeds deposited in the trunk highway fund bond proceeds account.

Bond sales and issuance shall follow the procedures prescribed by Minnesota Statutes sections 167.50 to 167.52 and Minnesota Constitution article XIV, section 11.

Excludes accrued interest and any premium from bond sales from the bond proceeds account deposit requirement.

Becomes effective the day following final enactment.
