Authorizes the Commissioner of Health to award grants to minority-run health care professional associations for providing mental health services, culturally competent health care, and recruiting and training minorities in health care.

Requires appointment of a Health Care Disparities Task Force by July 1, 2014 to research ways to increase diversity among medical providers and integrate foreign-trained physicians, with recommendations due to the Commissioner by December 20, 2014.

Requires appointment of a Health Priorities of Minority Communities Task Force by July 1, 2014 to research health care needs of minority communities through data review and listening sessions, with recommendations due by December 20, 2014.

Appropriates $250,000 in fiscal year 2015 to the Commissioner of Health for competitive grants to community organizations addressing women's health inequities in minority populations through community-based participatory research and culturally specific programs.

Appropriates $75,000 in fiscal year 2015 to the Commissioner of Health for planning and conducting a training conference on immigrant and refugee mental health issues with special emphasis on Somali communities.
