• Requires the basic sliding fee child care assistance program to be included in Minnesota Management and Budget's February and November revenue and expenditure forecasts beginning with the November 2014 forecast.

• Increases the maximum reimbursement rate for child care providers from the 25th percentile to the 50th percentile of the most recent biennial provider rate survey, effective July 1, 2014.

• Removes residency requirements for student parents and simplifies portability rules for families receiving child care assistance who move between counties.

• Eliminates the transition year extension program under section 119B.011, subdivision 20a, and repeals related basic sliding fee allocation provisions.

• Modifies federal reimbursement procedures to allow the commissioner to use federal earnings to expand child care services statewide, rather than limiting allocation to specific counties.
