Requires all professional licensing boards to establish procedures for expedited license issuance to active duty military members, spouses of active duty members, and veterans who separated within two years with honorable or general discharge status.

Expedited licensure applies to licenses and certifications for professional services regulated by boards under Minnesota Statutes chapter 214, sections 214.01 subdivisions 2 and 3.

Directs the governor to designate board representatives to report to the legislature by January 15, 2015, on procedures for issuing temporary licenses to qualified military members and veterans.

Report must include recommendations on conditions for temporary licenses (including evidence of credentials from other states), duration of temporary licenses, and legislation needed for quick and cost-efficient implementation.

Temporary license qualifications must require evidence of valid license in another state without disciplinary history and a current criminal background check without disqualifying convictions.
