Allows utilities (public, municipal, and cooperative) to establish on-bill loan repayment programs where customers can finance energy conservation or renewable energy projects through installment loans originated by eligible lenders.

Defines eligible lenders as entities with federal or state charters eligible for federal deposit insurance, or government entities with authority to provide financial assistance for energy efficiency and renewable energy projects.

Prohibits utilities from suspending or terminating service for loan delinquency or default, and requires partial payments on combined utility/loan bills to be credited first to utility service charges.

Makes loan repayment program costs recoverable by utilities and allows approved costs to count toward conservation spending requirements and energy-savings goals.

Requires utilities to include in their resource plan filings a narrative describing costs, opportunities, and technical barriers to achieving state greenhouse gas emission reduction goals established in section 216H.02.
