Sets base budget of $100,000 for each qualifying recovery school program

Defines "qualifying recovery school program" as an academic setting that meets graduation requirements while providing recovery assistance and continuing care to students recovering from substance abuse or dependence

Recovery school programs may apply for grants in the manner and form determined by the commissioner of human services
