Allows school boards and teacher unions to negotiate plans for unrequested leaves of absence without pay due to position discontinuance, lack of pupils, financial limitations, or class consolidation.

Permits school boards to base decisions on teacher evaluation outcomes rather than seniority when school boards and unions fail to agree on an unrequested leave plan.

Eliminates the requirement for school boards to reassign more senior teachers to accommodate less senior but similarly licensed and effective teachers during leave placements, discharges, demotions, or recalls.

Removes provisions requiring negotiated leave plans to follow specific seniority rules for teachers with provisional licenses.

All changes effective beginning the 2016-2017 school year.
