Removes previous gasoline and diesel fuel reduction goals (25-50% gasoline reduction by 2010-2015 and 10-25% diesel reduction by 2010-2015) and replaces them with ongoing SmartFleet requirements for state departments.

Requires state departments to purchase new on-road vehicles (excluding emergency and law enforcement vehicles) that use cleaner fuels, achieve 30+ mpg city or 35+ mpg highway fuel efficiency, or run solely on electricity.

Mandates state departments increase use of renewable transportation fuels (ethanol, biodiesel, hydrogen) and expand web-based applications to reduce reliance on vehicle fleets for service delivery.

Expands SmartFleet Committee membership to include representatives from Natural Resources and Transportation departments in addition to existing members.

Changes committee reporting requirement from December 2006 and periodic thereafter to February 1 of each odd-numbered year, with mandatory recommendations for new goals, directives, or legislative initiatives based on implementation progress and technology improvements.
