Removes the requirement that deputy registrars appointed for cities must be residents of the county in which the city is situated.

Allows the commissioner to appoint deputy registrars for statutory or home rule charter cities based on public interest and convenience without residency restrictions.

Maintains all other requirements for deputy registrars, including oath of office, bonding requirements of $10,000, record-keeping, and reporting obligations to the commissioner.

Applies effective the day following final enactment.
