Professional licensing boards must establish procedures to expedite license or certification issuance for active duty military members, their spouses, and inactive military veterans who left service within the two years preceding application with honorable or general discharge status.

Governor shall designate representatives from professional licensing boards to report to legislature by January 15, 2015, on procedures for issuing temporary licenses or certifications to qualified military members, spouses, and recent veterans.

Report must include recommendations on conditions for temporary license issuance (including evidence of credentialing in other states), duration of temporary licenses, and legislation needed for implementation.

Temporary license applicants must produce evidence of valid license, certificate, or permit in another state without disciplinary history and current criminal background check without disqualifying convictions.
