Authorizes the commissioner to issue special Minnesota Section PGA Foundation license plates to owners of passenger automobiles, one-ton pickup trucks, motorcycles, and recreational vehicles.

Requires applicants to pay a $10 fee per plate set and contribute a minimum of $30 annually to the Minnesota Section PGA Foundation account.

Plates may be transferred to another eligible vehicle owned by the same individual upon payment of a $5 transfer fee.

Directs the commissioner to design plates in consultation with Minnesota Section PGA, including their official logo, subject to commissioner approval.

Establishes the Minnesota Section PGA Foundation account in the special revenue fund; contributions fund golf promotion programs and educational assistance for PGA Junior Golf Program members after administrative costs are covered.

Effective January 1, 2014.
