Increases operating payment rates by 5 percent for intermediate care facilities (ICF/DD) for persons with developmental disabilities effective July 1, 2014, based on occupied beds and excluding property-related payments.

Increases reimbursement rates by 5 percent effective July 1, 2014, for 17 categories of home and community-based services providers including waivered services for developmental disabilities, elderly, nursing services, personal care, day training, and various support grants.

Requires facilities and providers receiving rate increases to use 75 percent of additional revenue to increase compensation-related costs for directly employed staff, excluding central office employees and those under management contracts.

Mandates facilities and providers prepare and post distribution plans showing how additional revenue will be allocated to employee compensation, with instructions for employees to contact the commissioner if they believe compensation commitments were not met.

Appropriates unspecified general fund dollars to the commissioner of human services for fiscal year beginning July 1, 2014, to implement the rate increases.
