Increases operating payment rates by 5 percent effective July 1, 2014, for intermediate care facilities for persons with developmental disabilities (ICF/DD), applied based on occupied beds and excluding property-related payments.

Increases reimbursement rates, grants, and allocations by 5 percent effective July 1, 2014, for 17 categories of home and community-based services including waivered services for developmental disabilities, brain injury, elderly care, nursing services, personal care services, and day training programs.

Requires facilities and providers receiving rate increases to use 75 percent of additional revenue for employee compensation costs (wages, salaries, taxes, insurance, benefits) for directly employed staff, excluding central office and management contract employees.

Mandates facilities and providers prepare distribution plans specifying how rate increase funds will be allocated to employee compensation, post plans publicly for six weeks, and provide employees instructions for contacting the commissioner regarding compliance.

Appropriates unspecified general fund dollars to the commissioner of human services for fiscal year beginning July 1, 2014, to implement the rate increases.
