Prohibits the sale or offering for sale of personal care products containing microplastics in Minnesota after July 1, 2015.

Defines microplastics as plastic particles with a diameter of five millimeters or less, and personal care products as nonmedicinal consumables used for cleansing, beautifying, and grooming of the body and hair.

Exempts personal care products containing less than one part per million microplastics by weight, and products designed so they will not enter Minnesota waters during normal use with commissioner approval.

Establishes civil penalties of up to $250 per unit of noncompliant product sold or offered for sale in Minnesota.

Effective the day following final enactment.
