Establishes county board hearing process to consider student educational opportunities, student safety, property history, geographic accessibility, and equitable funding adjustments if districts cannot negotiate agreement.

Adds written findings requirement for county board orders and allows appeals to district court within 30 days based on procedural violations or arbitrary and capricious actions.
