Prohibits the state authority, governor, and executive branch officials from offering or proposing additional state-funded public subsidies to the National Football League to host the Super Bowl.

Specifies that prohibited subsidies include tax incentives, grants, and payment of costs typically paid by private entities, regardless of whether legislation would be required.

Establishes legislative finding that state funding for the professional football stadium constitutes the maximum appropriate level of state taxpayer assistance for Super Bowl hosting.

Repeals Minnesota Statutes 2012, section 297A.68, subdivision 9, which previously authorized certain tax incentives related to Super Bowl hosting.

Effective date is the day following final enactment for both the prohibition and the repeal.
