Increases the maximum number of connections allowed for the Cedar Lake area water and sanitary sewer district from 325 to 364 connections to the disposal system.

Requires all connections to be charged a full assessment, with new connections charged the initial assessment plus inflation adjustment and any other reasonable charges determined by the board.

Authorizes Helena Township in Scott County to sell or use surplus land, equipment, tax revenue, or service charges from the discontinued Silver Maple Bay Estates subordinate service district to connect property owners to another public sewer system.

Allows surplus funds not used for sewer connections to be distributed equally to former district property owners who paid taxes or service fees in the most recent tax year, with any remaining surplus transferred to the town's general fund.

Makes the water and sewer district amendment effective upon completion of compliance notifications, and the Helena Township provision effective the day following final enactment.
