Changes diesel fuel biodiesel content requirements from "at least" to "no more than" the stated percentage, establishing maximum rather than minimum blend levels.

Delays the 10 percent biodiesel content requirement from May 1, 2012 to May 1, 2020 and eliminates the scheduled May 1, 2015 increase to 20 percent.

Adds new condition requiring the Commissioner of Public Safety to certify that biodiesel content meets manufacturer recommendations for all diesel-powered motor vehicles registered in Minnesota regardless of model year before content increases take effect.

Requires contested case hearing under chapter 14 before biodiesel content increases, with 270 days' notice to legislative committees, and changes governor's authority to adjust the mandate from discretionary to mandatory when price disparity exceeds ten cents per gallon or causes economic hardship.

Eliminates the May 1, 2015 sunset date in subdivision 3 and makes changes effective retroactively from January 1, 2013.
