Expands the definition of "drug" to include compounds not approved by the FDA that produce effects similar to Schedule I or Schedule II controlled substances, effective August 1, 2014.

Grants the Board of Pharmacy authority to issue cease and desist orders against persons violating drug laws, with hearings required within 10 days and administrative law judge reports due within 10 days, becoming effective August 1, 2014.

Repeals the sunset date and legislative reporting requirement for the Board of Pharmacy's emergency drug scheduling authority under section 152.02, subdivision 8b.

Requires courts to order mandatory restitution from persons convicted of selling controlled substances under false pretense of legality, including medical costs and emergency response expenses.

Appropriates $163,000 for fiscal year 2014 to the Department of Human Services for a public awareness campaign on synthetic drug dangers and $5,000 for fiscal year 2015 to the Board of Pharmacy for cease and desist authority implementation costs.
