Allows Dodge County to withdraw from the Southeast Minnesota Multicounty Housing and Redevelopment Authority if specific conditions are met, notwithstanding existing state law requirements.

Requires Dodge County's governing body to adopt a resolution determining that housing and redevelopment services would be more effectively, efficiently, or economically provided by the county or a county-established authority.

Mandates a public hearing with notice given 10-30 days in advance, providing opportunity for all Dodge County residents and interested persons to be heard before the resolution is adopted.

Requires Dodge County and the Southeast Minnesota Multicounty Housing and Redevelopment Authority to execute an agreement addressing payment of outstanding bonds for housing projects in Dodge County, with reasonable allocation of expenses and a payment schedule.

Takes effect the day following final enactment.
