Creates new definitions for NETStudy 2.0 system (commissioner's replacement for current background study systems), authorized fingerprint collection vendors, and three types of rosters (active, inactive, and master) to track individuals eligible to provide human services.

Requires all background study subjects to provide fingerprints and photographs upon NETStudy 2.0 implementation; photographs retained by commissioner for identity verification but fingerprints retained only by FBI, not state agencies.

Allows individuals not on master roster to initiate self-directed background studies and be placed on inactive roster if eligible; individuals remain on inactive roster maximum 180 days unless requesting extended status.

Implements electronic criminal record update system as part of NETStudy 2.0 to monitor individuals on master roster for new criminal case information from Minnesota court system and national databases.

Establishes new privacy notice requirements informing background study subjects about photograph/fingerprint retention, available entity information, and rights to request data destruction after two years of no entity affiliation or upon death; requires NETStudy 2.0 implementation by September 1, 2015.
