Expands peer support service eligibility to include recipients of crisis stabilization services and mental health mobile crisis intervention services.

Enhances mental health crisis assessment to include assessing voluntary treatment willingness, determining advance directive status, and obtaining information from family members or caretakers when feasible.

Requires mobile crisis intervention treatment plans to include family psychoeducation and engagement in treatment planning; adds requirement that crisis teams link recipients to referral services and follow up if recipient cannot independently access them.

Mandates maintenance of advance directives in recipient files and requires case managers or crisis teams to offer assistance developing advance directives for stabilized recipients who lack one.
