Modifies teacher preparation programs to clarify that two-year limited-term licenses are distinct from provisional licenses under sections 122A.40 and 122A.41.

Requires school boards and teacher unions to negotiate unrequested leave of absence plans beginning in 2016-2017 school year, with most recent evaluation outcomes as the primary factor in placement decisions.

Establishes hearing rights for teachers placed on unrequested leave, allowing them to challenge whether required evaluation procedures under subdivision 8 were followed within 14 days of notice.

Extends reinstatement rights to five years for teachers rated effective or better, and limits to one school year for teachers rated ineffective or less.

For school district consolidations, assigns teachers based on effectiveness ratings under section 122A.40, subdivision 8, in addition to seniority considerations.
