Appropriates $18,000,000 from bond proceeds to the commissioner of human services for a grant to St. Paul to design, construct, furnish, and equip homeless prevention and solution facilities.

Funds construction of a publicly owned emergency shelter building to be located adjacent or proximate to a housing facility within St. Paul.

Funds construction of a publicly owned connection center building within St. Paul to provide services that prevent or solve homelessness.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $18,000,000 to provide the appropriated funds.

Appropriation includes funding to acquire property for these facilities but does not include funding for the housing facility itself.
