Appropriates $12,000,000 from bond proceeds fund to the Board of Regents of the University of Minnesota for laboratory facilities improvement.

Funds designated for design, renovation, construction, furnishing, and equipping of laboratory facilities including a new bee research facility, new greenhouse, and aquatic invasive species laboratory.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $12,000,000 to provide the appropriated funds.

Bond issuance follows procedures outlined in Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Effective the day following final enactment.
