Appropriates $20,950,000 from bond proceeds to the Commissioner of Natural Resources for acquiring land and constructing 12 specific state trail projects, including the Blazing Star Trail, Casey Jones Trail, Cuyuna Lakes Trail, Gateway Trail, Gitchi-Gami Trail, Glacial Lakes Trail spur, Goodhue Pioneer Trail, Heartland Trail, Luce Line Trail, Mill Towns Trail, Minnesota Valley Trail, and Shooting Star Trail.

Allocates $3,000,000 in matching grants for regional trails under Minnesota Statutes, section 85.019.

Appropriates $8,700,000 for state park development including recreational opportunities, a new campground at Whitewater, accessible sanitary facilities, in-holding purchases, and two new public water accesses at Lake Waconia and the Mississippi River in Hennepin County.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $32,650,000 to fund the appropriations in this section.

Takes effect the day following final enactment.
