Creates a new pupil transportation reimbursement program for students enrolled in area learning center programs when school districts do not provide transportation, effective July 1, 2014.

Provides state aid to reimburse parents or guardians for transportation costs when family income is at or below federal poverty level, limited to 15 cents per mile or actual cost (whichever is less) and capped at 250 miles per week.

Allows students in middle or early college programs designed for dual high school and college credit to enroll in remedial and developmental courses under the postsecondary enrollment options program, effective July 1, 2014.

Appropriates $44,000 for fiscal year 2014 and unspecified funding for fiscal year 2015 for transportation of pupils attending postsecondary institutions, nonresident districts, and area learning center programs.
