Modifies Minnesota Statutes section 260.771, subdivision 3, regarding transfer of child placement proceedings involving Indian children to tribal jurisdiction.

Requires courts to transfer termination of parental rights or involuntary foster care placement proceedings for Indian children to tribal court absent good cause, unless either parent objects.

Adds new provision requiring courts to transfer preadoptive or adoptive placement proceedings for Indian children to tribal jurisdiction absent good cause, with transfer subject to tribal court declination.

Defines "preadoptive placement" and "adoptive placement" by reference to section 260.755, subdivision 3.
