Authorizes notaries public to solemnize civil marriages in Minnesota if they have attained age 21 and are commissioned as resident or nonresident notaries under chapter 359.

Requires notaries performing marriages to file their current notary commission with the county recorder under section 359.061, subdivision 1.

Requires notaries to obtain a county notary certificate under section 359.061, subdivision 4 prior to solemnizing any civil marriage.

Mandates the county where the notary commission is filed be endorsed on the certificate of civil marriage.

Requires notaries performing marriages to uphold the standards of conduct outlined in section 359.085.
