Modifies the definition of "employee" for parental leave purposes under Minnesota Statutes section 181.940 to change from "performs services for hire for" to "has been employed by" an employer.

Allows employees of educational institutions (elementary or secondary schools) to meet the 12-month employment requirement based on 12 months immediately preceding the request, rather than requiring 12 consecutive months.

Retains the requirement that employees work an average of at least one-half the full-time equivalent hours per week for their job classification during the qualifying 12-month period.

Defines "educational institution" as an elementary or secondary school for purposes of this parental leave provision.

Becomes effective the day following final enactment.
