Expands parental consent options to allow parents to elect newborn screening while declining storage of blood samples and test results, or to decline screening entirely.

Adds requirement for healthcare providers to inform parents about benefits of sample storage, opt-out options, and the ability to authorize research use through written consent before collecting blood samples.

Permits Department of Health to store blood samples and test results unless parents elect against storage, and allows use of samples for newborn screening program operations and related studies without additional consent.

Requires written informed consent from parents for use of blood samples and test results in public health studies or research unrelated to newborn screening, with ability to revoke consent at any time.

Allows individuals age 18 or older whose blood was tested as infants to revoke storage consent, and requires blood samples be destroyed within one week and test results destroyed per Clinical Laboratory Improvement Amendments regulations when consent is revoked.
