Prohibits placement of mercury-containing devices and products in solid waste or wastewater disposal systems, with specific requirements for fluorescent and high-intensity discharge lamp recycling.

Establishes thermostat manufacturer responsibility for collecting and managing replaced mercury-containing thermostats, including providing financial and nonfinancial incentives to consumers, effective provisions January 1, 2015.

Creates new section 116.931 prohibiting use of wheel weights and balancing products containing lead or mercury in tire service and aircraft maintenance, and requiring removal of such products before vehicle or equipment shredding/crushing, effective July 1, 2015.

Prohibits sale and distribution of new motor vehicles equipped with lead or mercury-containing wheel weights or balancing products.

Modifies formaldehyde ban in children's products to clarify that intentionally added chemicals releasing formaldehyde are prohibited only when exceeding a 0.05 percent de minimis level, with manufacturer restrictions effective August 1, 2014, and retailer restrictions effective August 1, 2015.
