Expands pharmacist scope of practice to administer influenza vaccines to persons 10+ years old and other vaccines to 18+ year-olds under written protocol with physicians, physician assistants, or advanced practice nurses; requires training and reporting to patient's primary provider or immunization registry.

Creates comprehensive disciplinary framework for Board of Pharmacy including grounds for action, forms of discipline (denial, suspension, revocation, civil penalties up to $10,000), and procedures for cease and desist orders with expedited hearings.

Clarifies drug compounding requirements and exemptions; permits outsourcing facilities registered with FDA to be licensed by the board; prohibits compounding of drugs on federal unsafe list and commercially available drug copies.

Allows accredited postsecondary schools to possess non-controlled legend drugs for health care education programs and permits certain entities to handle drugs for emergency use authorizations.

Adds acetyl fentanyl, alpha-PVP, 4-Me-PHP, AB-PINACA, and AB-FUBINACA to Schedule I controlled substances; broadens definition of "drug" to include unapproved substances that mimic Schedule I or II effects regardless of marketing purpose.
