Expands location equity revenue program eligibility to all school districts by removing the previous restriction limiting it to districts in the seven-county metropolitan area or districts with more than 2,000 pupils.

Sets location equity revenue at $424 times adjusted pupil units for all eligible school districts, eliminating the previous tiered system with different rates based on district size and location.

Removes the option for school districts to elect not to participate in the location equity revenue program by board vote.

Modifies referendum allowance calculations to subtract location equity revenue and aid from the initial referendum allowance to avoid double-funding.

Changes the effective date for these changes to fiscal year 2016 and later, and updates references for when referendum elections can be counted (from December 31, 2013, onwards).
