Establishes a community environmental committee under the Metropolitan Airports Commission to study and evaluate environmental issues related to airport operations and capital improvements, with focus on noise and air pollution at Minneapolis-St. Paul International Airport.

Committee must have a minimum of 13 members appointed by city councils from cities within the Federal Aviation Regulations Part 150, 60 DNL noise contour, plus two additional members appointed by the commission from outside the contour area, with appointments due by June 1, 2014.

Committee shall adopt bylaws, elect a chair annually, and receive meeting space and administrative support from the commission; members serve without compensation but receive reimbursement for reasonable expenses.

Commission must review and act on committee recommendations at least once annually and include a report of actions taken in its annual legislative report.

Existing Minneapolis-St. Paul International Airport Noise Oversight Committee shall disband on June 30, 2014.
