Exempts veteran-exclusive homes providing care for disabled veterans or veterans requiring nursing home level care from the moratorium on new residential facility licenses under Minnesota Rules.

Exempts group residential housing facilities serving veterans (up to 45 beds) operating as board and lodging facilities with supportive services or licensed chemical dependency treatment programs from the group residential housing development moratorium.

Appropriates $250,000 in fiscal year 2015 to the commissioner of administration for up to five grants to conduct housing needs assessments for veterans, including scattered site housing and housing addressing health care needs of disabled or aging veterans.

Appropriates $340,000 in fiscal year 2015 to the commissioner of human services, with $74,000 for medical assistance and long-term waivers and $266,000 for group residential housing grants.

Requires housing needs assessments to begin no later than July 30, 2015, and be completed by July 30, 2016, with results reported to legislative committees by January 1, 2017.
