Requires public entities, sports facilities, and commercial buildings to provide containers for at least three recyclable materials and transfer collected recyclables to recyclers, effective January 1, 2015.

Expands the definition of "recycling" to include yard waste and source-separated compostable materials composting, and modifies how total solid waste generation is calculated to include commercial waste materials.

Establishes a statewide goal for counties to reduce municipal solid waste generation, with non-metropolitan counties targeting 35 percent recycling by weight and metropolitan counties targeting 75 percent by weight by December 31, 2030.

Redirects waste management tax revenues to the environmental fund and appropriates 50 percent of those revenues to the Pollution Control Agency for distribution to counties for recycling programs.

Adds definitions for "commercial building" (businesses generating two or more cubic yards of waste per week) and "sports facility" (professional or collegiate facilities with public competitions).
