Modifies the definition of "noncampaign disbursement" in Minnesota Statutes section 10A.01, subdivision 26 to add holiday or seasonal cards to the list of allowable post-general election expenses.

Expands item (16) to include "holiday or seasonal cards" along with existing thank-you notes and news media advertisements, with the requirement that such materials be mailed or published prior to the end of the election cycle.

Maintains all existing 22 categories of noncampaign disbursements while adding this new clarification regarding post-election communications.

Preserves the board's authority to determine whether specific activities qualify as noncampaign disbursements under this definition.
