Allows school districts and charter schools that have not yet implemented alternative teacher professional pay systems to receive alternative compensation preparation revenue for fiscal years 2015-2017.

Revenue equals $260 per pupil enrolled on October 1 of the previous fiscal year, with basic aid set at 65 percent for districts and 100 percent for charter schools.

Requires participating schools to have an educational improvement plan under section 122A.413 and use revenue for activities aligned with plan components including professional development, teacher evaluation, and student performance measures.

Modifies alternative teacher professional pay system requirements to align with development, evaluation, and peer-coaching process requirements and expand the professional development system components.

Appropriates unspecified funds from the general fund to the Department of Education for alternative compensation preparation aid beginning in fiscal year 2015.
