Changes biodiesel content requirement language from "at least" to "no more than" the stated percentage of biodiesel fuel oil by volume for diesel fuel sold in Minnesota.

Delays the 10 percent biodiesel content requirement from May 1, 2012, to May 1, 2020, and eliminates the scheduled May 1, 2015, increase to 20 percent biodiesel content.

Removes seasonal restrictions (April and October) on the 10 percent biodiesel requirement, making it effective only during May through September with 5 percent required for the remainder of the year.

Adds requirement for commissioner of public safety certification that biodiesel quality and maximum content meet manufacturer recommendations for all diesel-powered motor vehicles registered in Minnesota before content increases can take effect.

Changes biodiesel mandate price adjustment authority from discretionary ("may") to mandatory ("must") if price disparity exceeds ten cents per retail gallon or causes economic hardship to retailers or consumers, and eliminates the five percent minimum floor on adjustments.

Eliminates the May 1, 2015, sunset date for exemptions to minimum content requirements for specific equipment types.
