Establishes a 21st century skills development pilot project to help youth develop critical thinking, innovation, problem solving, collaboration, and socialization skills.

Funds after-school and summer providers using project-based learning, internships, apprenticeships, service learning, community engagement, or similar approaches.

Providers apply to the commissioner of education, with preference given to community-based partnerships of after-school providers that collaborate with other entity types.

Appropriates unspecified amount from the general fund in fiscal year 2015 to the commissioner of education for grants under the pilot project.
