Defines "food product sampling" as distributing small portions of food items at farmers' markets for promotional or educational purposes when the main ingredient is a product sold by the vendor.

Defines "food demonstration" as cooking or preparing food products at farmers' markets for promotional or educational purposes.

Exempts persons from food licensing requirements when conducting food sampling or demonstrations if the main product is from their own farm/garden, they are already exempt from licensing, or they are providing nutrition education at farmers' markets or community events.

Requires persons conducting food sampling or demonstrations to meet the same food safety and equipment standards as special event food stands, provide food at no cost, and disclose information about food sources, equipment, facilities, and waste disposal upon request to regulatory authorities.
