Creates the state parks and trails donation account within the natural resources fund, administered by the commissioner of natural resources and funded by plate contributions and other donations.

Allows personalization of plates and permits transfer to another passenger automobile for a $5 fee, with contributions being non-refundable.

Directs all donation contributions to the state parks and trails donation account for operating and maintaining the state parks and trails system, while other fees are deposited in the vehicle services operating account.
