Renames the "microenergy loan program" to the "community energy efficiency and renewable energy loan program" and expands eligible projects to include cost-effective energy efficiency improvements in industrial, commercial, public buildings, and health care facilities.

Increases the maximum loan term reduction from 10 years to 5 years minimum and adds $100,000,000 aggregate bonding authority with $20,000,000 reserved for small businesses and public buildings projects.

Prohibits local units of government from requiring industrial customers to disclose energy usage information as a condition of receiving loans or other aid under the program.

Increases permissible administrative expenses for the low-income home energy assistance program from 5 percent to 8 percent of the $20,000,000 appropriation.

Allows unspent balance from the low-income home energy assistance program appropriation (as of June 30, 2014) to be redirected to the weatherization assistance program.
